In this case you're repeating verbatim what someone else said for the purposes of relaying information. You're not pretending to be part of a culture you're not actualy a part of. Like if I was telling someone who hadn't heard the Mel Gibson tapes, I would tell them "And then he said 'I hope you get raped by a pack of...'" and then I'd say the actual word, I wouldn't say "N-words". Because that's what he said. I cant say it here for good reason. But its not like I go out of my way to say these things, its just when the subject comes up. What I think you are thinking of is when white guys go "Hey what's up my *" to everyone and trying to act like they're bout it which I will admit is extremely cringey.
