I don't doubt this is true, if you're only looking at the short term. In the long run, though, wouldn't they save a substantial amount by giving accurate amounts in future situations by having updated platforms? I guess they wouldn't have been able to justify the time it would take to do so, though, given the pressure that was on them to distribute aid --- (...
