However, most states run their unemployment services on an archaic platform and running those calculations and setting up the system to give accurate amounts would have cost more than overpaying people.

I don't doubt this is true, if you're only looking at the short term. In the long run, though, wouldn't they save a substantial amount by giving accurate amounts in future situations by having updated platforms? I guess they wouldn't have been able to justify the time it would take to do so, though, given the pressure that was on them to distribute aid
