I could care less is usually with a dismissive and trailing off tone and a shrug to imply sure I could care less but not by much. I may care a tiny bit, but not enough to really matter.

If I couldn't care any less, I say I couldn't care less.


That's the thing though. I could care less doesn't say anything. When you say that, you literally could care about it any amount, since you're not saying you care about it a little. It's a meaningless sentence.
