Because the nature of emulation means you need stronger hardware, not equivalent hardware. Even if it was 100% efficiently emulating the game, your computer would still need to run it's normal OS at the same time meaning it will always be at a performance deficit however the next point is the real issue.

Nearly isn't the same and as far as I'm aware, there is no complete xbox one emulator period so the software is a bigger issue than hardware. Even PS2 emulation is still somewhat buggy and people have been refining that for a long time and of course the PS2's hardware is absolute garbage compared to modern stuff. Emulation isn't as simple as just running software on a new machine, you need to come up with ways to translate the code to something your system can use and that generally causes a performance loss. As emulation software gets better, you usually see massive performance improvements. Until an emulator is actually flawless it's more an indication of how well the emulation software is made as opposed to anything to do with hardware.

Emulation power is not an effective means to measure somethings power.

It'd make a lot more sense to look at multiplatform titles run on comparable PCs but even that runs into software problems because one is likely to be better made than the other. Theres no lack of badly made ports out there.
