We have more nukes, but China has the best and most devastating nuclear arsenal. The vast majority of our nukes are obsolete and likely wouldn't even work. Additionally, the first nuclear launch from China(the D-41) would already completely wipe the United States off the map. The retaliation from us would come before that 30 min and would wipe China out too.
