Thing is, they DO do that. The typical billionaire actually does pay their fair share in taxes... MORE even. The problem are the high end tax dodgers that as a result of not paying their taxes, force the burden onto the public.
I know if one doesnt pay taxes, or, even gets money back, then they all probably dont pay.

I'd say the problem is tax bands not considering billionaires income at all. In the UK, the highest tax band is 100,000 at 45% when incomes go way beyond that. I'd be happy for the current tax bands to decrease if they added 45, 50 and 55% when approaching 1,000,000.
They have teams of lawyers that are paid to find loopholes so that they dont have to pay any taxes. If billionaires paid almost half of their income to the taxman nobody would be complaining.
