Because anyone can clearly see it won't work. Not every has things that can be traced electronically. Not everyone reports the disease. Not everyone knows they have it. And, hell, not every person in America is even known to be here. If people would have supported Obama more with tougher immigration controls then maybe we would have had a better chance years beforehand.

It is not feasible and pretty much everyone knows it can't be here. If you are waiting for competent contact tracing, you are never reopening period. Our government can't even figure out who is alive or already dead to figure out who to send stimulus checks to for Christ sake.
