I don't know the definitive answer (especially since COVID-19 means things have been pretty fluid for the past couple months), but it looks like OSHA put this out:

See page 15 about employers being required to provide PPE. I haven't done a deep dive into the document or any further digging.

But yeah, you cannot be retaliated against by your employer if you do report it even as a concern for potential OSHA violation. OSHA takes their shit seriously and obviously does not want to discourage whistleblowers and risk employee safety.
