Letting people in from the third world who are not vaccinated and who do not have the health standards of the first world. Sanctuary cities like NY and LA and other big liberal hot spots, who have a crippling homeless crisis helped cause this. Seriously, CA has poop patrols, the homeless and immigrant problem is so out of control. Anti-vaxxers rightly noted, that the lack of vaccines was not the inherent issue here.
