At this point, it's pretty hard to get that kind of precision, but that's basically epidemiologists' job in a nutshell. Find out everywhere the person went in the past two weeks, contact and test anyone else that was present in those places, and connect the dots to isolate the most likely point of origin. If the people in question are doing a good job of isolating, it's still reasonably possible (if I develop it right now, for example, I can be fairly certain I picked it up in one of three locations, one of which is my own apartment building), but you're correct that it's going to become pretty much impossible to tell once businesses and people start returning to their normal lives.

Now, what you can do is conduct inspections to identify businesses that aren't following appropriate safety protocols and fine them for it. That accomplishes basically the same thing (even if it is conclusively determined that a customer or employee picked it up in a certain business, if that business is exercising due diligence to prevent the spread, they won't be found liable) without the need to pin a specific case on that failure.
