The issue then was that healthy people were wearing them to prevent contracting the disease. They are MUCH less useful for this purpose (unless you have like a full gas mask lying around or something), and so the limited number of them needed to go to people like the doctors who would be being exposed directly and then would need to prevent spread to other patients and healthcare workers. Now we are in a situation where many many more average people and service workers may have contracted the disease and are asymptomatic carriers. NOW normal people wearing masks is going to be more effective than previously for preventing spread. They would have been effective for that earlier, but again that's not why people were wanting to buy masks.
