You forgot the part where in this scenario anyone in Israel has the potential to turn into a house sized human eating monster and that random children are born with city crushing powers. And there's absolutely no way to control it or predict who was going to get those powers. Like, half the world wants Israel dead as is. Now make it so that any individual could walk into a city unnoticed, transform into a terrible monster and just flatten the city and probably get away without being caught.
