Yes, and to take the confusion even further, countries in the South Hemisphere tend to have their DST in reverse to the North Hemisphere, since our summer is during your winter (so DST here would start October and end in February).

That said, in my country only the states that were far enough from the Equator Line had DST. The ones close to it didn't, since seasons basically don't exist in there.
