As someone who had never watched the older Lupin series but loved the new ones when they aired on Toonami, I say definitely give them a chance. You don't need to have seen any of the older Lupin parts to understand these new ones, but these two are connected in a few ways. It's like a new era of "modern Lupin" that's separate from the classic ones story-wise. The art/animation are really good, the new characters they add around the main gang are a lot of fun, and obviously Lupin's gang themselves are always great. The dub is pretty good too.

However, the VA's in parts 4 and 5 are most likely not the same as the dub of the older series that you remember because the franchise is so old and has had so many different incarnations dubbed by so many different studios over the years. The dub VA's for the main cast in parts 4 and 5 are:

Lupin = Tony Oliver (Lancer in the Fate series, older Simon in Gurren Lagann)
Jigen = Richard Epcar (Ansem in the Kingdom Hearts series, older Joseph in JoJo's Bizarre Adventure)
Goemon = Lex Lang (Yuri in Megalo Box, Kenshiro in Fist Of The North Star)
Fujiko = Michelle Ruff (Shino/Sinon in Sword Art Online, Rukia in Bleach)
Zenigata = Doug Erholtz (Shinji in the Fate series, Polnareff in JoJo's Bizarre Adventure)
