People are more willing to buy games. So there is a bigger pool of consumers. The actual problem devs have are bad budgetting. The frame it as something they cannot control: rising costs. It is a trick to make whales feel pity and spend more. But the most interesting thing is how today, games are not a thing you sell once and then dump the code in the trash. Back then, they actually did this. Notoriously FF8 had this happen to it. When a modern game is made, years down the line it will get a remaster. It might get new versions. And it will be resold on a bunch of different platforms. This means there is inherently extra revenue any new game will perpetually make a company assuming it warrants interest of gamers.
