Some of the good emulators of the past like no$gba just popped up outta nowhere practically over night. On the other hand, I think it's kind of implied that a lot of emu development is probably illegally done but they aren't just gonna come out and say it. The same way they know that 99.99% of the users aren't manually ripping files off discs and bios out of consoles. They just google a file and download it because it takes 2 seconds. On the other hand maybe a lot of the emulation systems are just modified version of systems that were used to emulate other consoles.
