The Data East arcade game Captain America and the Avengers couldn't use Hulk or Thor because of them being individually licensed out to other sources. So the Avengers consisted of Captain America, Hawkeye, Iron Man, and Vision. (And Wasp.)

Hulk eventually got his own game on SNES and Genesis and appeared as a playable character in Marvel's War of the Gems on SNES.

But Thor? Nada.

I don't know when he finally got a video game, but he had 0 console appearances in the 8-bit and 16-bit eras of gaming. That probably makes him the biggest name in comics not to have an appearance on a retro console. Wonder Woman and the Fantastic Four didn't receive their own games, but they did appear in Justice League: Task Force (SNES, Genesis) and Spider-Man (SNES) respectively.
