Typically houses at the bottom of an incline or in areas when it rains a lot have one to help divert water away from the house to help prevent moisture from seeping into the basement.

Yeah, there's a pipe with some holes in it running all around the perimeter that feeds into the sump, which pumps it out. We're also on a bit of an incline and there's a creek next to our property line, so ground water naturally flows down to there.
