Tier 1 cities are considered the best cities (Shanghai, Guangzhou, Shenzen, Beijing, etc). Then there are tier 2 cities (Hangzhou, Ningbo, etc). They are high end cities as well but aren't considered as important. After that you have tier 3 and lower. The lower the tier the worse the city is typically.
