I usually have a Nidoking in my red playthrough. But I remembered dig is a very valuable TM. So I'm a little hesitant to do so. I quickly looked up a little guide and saw that he doesn't learn any ground attacks until level 40. And I don't even know if that includes the Steelix evolution.
