It's a pick up concept called persistence without being needy. At no point does he ever get needy or give up any of his value. Past a certain point it is pointless, but being persistent definitely works out in the long term.

This is called, the person doesn't want to give you what you ask for, but they want you to stop annoying them.
Some people like me will be mean, but a few people are afraid of being mean and will give a dollar to have them stop annoying them.
In pua terms, the girl isn't attracted but freaked out and has no idea how to exit the situation other than giving her number when she totally does not want to give it at all.
