It's how society works.

Hit on co-workers? That's a safe way to get a visit from HR.
Hit on girls at the gym? You pig, they come here to work out, it's a no judgment zone, they're not here to get oogled by you or to get hit on.
Hit on girls at the club? Dude, it's girls' night out! Can't they dance and let loose without brodudes literally thristing over them? Make haste.
Hit on girls at the bar? Bro, can't a girl have a drink in peace? Are you that thirsty? Good, then sip on that beer, amigo.
Hit on girls at the street or park? Creeepppyyyy

So what's the appropriate place to hit on girls nowadays? None is appropriate. There's school, there's dating websites, and there's the instances where the girl actually finds you attractive and is in the mood (case in which the points above won't apply, you could hit in her at a funeral, Wedding Crashers style for all you know then - I'm kidding, but you get the idea-), and that's it.

I'm over-generalizing a little bit, but you get the point. So why would most guys even bother? This doesn't mean they go full incel or anything like that, they simply go for safe bets or do tinder. But yeah, there's no more "chasing women". I'm not even saying is bad, I am explaining the phenomenon that TC asked about

Also some guys want to be chased rather than do the chasing. Some guys like women can have self esteem issues and a woman pursuing them makes them feel good as compared to chasing ome getting shot down and them feeling worse.
