The providers that survive are the ones that provide a balance between price and service quality that the consumer is willing to pay for.


If ISP's competed properly, everyone would be offering Google Fiber speeds for half of what they currently charge and there'd be no bandwidth caps. ISP's don't compete properly. Net neutrality laws were introduced to stop them from continuing with trends like throttling competitors' content, and there's absolutely no reason to believe they won't start that back up again now that the laws have been repealed.
