This all goes back as to why she all of a sudden she started to greatly care over Cloud. I guess at the point, even though she didn't give a shit about him when they were kids, he was probably the only thing she had left from their hometown so understandably she grasp on to him. Well yes, she did think something was off, but all first time players wouldn't notice anything too strange about her comments since as far as we know, Cloud really was in SOLDIER.
