If you hate actual fun, sure.

Nah, it's true. I play Goldeneye and PD (among other romhacks and such) to this day and I loathe to play the missions after Chicago. Palegic II is okay, I guess. But I think that has more to do with the soundtrack associated with it than the actual stage as it's just kind of a boring bunch of corridors that goes on for way too long.

And maybe this is just a personal preference, but the sci fi aspect of Perfect Dark is so uninspired. Same goes for the weapons in the game. Most of the weapons secondary functions are worthless outside of multiplayer.

Which is okay because I feel like Perfect Dark was definitely geared more towards multiplayer than single player (a key contrast from Goldeneye if you know anything about the development) but then the game runs like such absolute dog shit on N64 and came out way too late in the systems life to be anything of note.

I have no doubt the remaster was probably way better in this regard but by then I didn't care to try it and now that I care again nobody plays it I'm pretty sure.

So like, sure, you are technically correct that Perfect Dark improved on Goldeneye in almost every way. It's just that it didn't matter when it came at such high costs and at such a late point in the systems life.
