I would absolutely agree that the argument shouldn't be "this character could just murder everyone," but I think even if someone tries to argue that most if not all characters have at least soft if not hard counters. Your example of Iceman isn't having an easy time with the likes of Cannonball or Sunspot, for example, and that's if a psychic doesn't just disrupt him. So yes, votes should 100% be based on how the character would act given their powers, but I think voters will consider that sub consciously.
