I'd bring that up with the department of tenants and home owners(probably using the wrong name for that). It's an unsafe living environment and the ceiling could collapse at any moment. From what I'm thinking its probably sitting right underneath a bath tub, since water is usually very heavy. Doing that would force the landlord to repair it, otherwise they would lose their license, have jail time, and open them up to being sued by you, the tenant. I know that my half-sister had problems with her apartment. The hot water wouldn't turn off in the tub, so she was forced to bath at her parents house. Not very good when you have a 2 year old who likes taking baths. Landlord lived in another province and his maintenance guy refused to fix it.
