It's weird. Essentially, a majority of Parliament does not have confidence in Boris Johnson's government and have voted against everything he has proposed. In the past, that would be considered a vote of no confidence and the majority group in Parliament would take over or a new election would be called. Whatever happened, there would soon be a government that held the confidence of Parliament.

The Fixed Terms Parliaments Act changed that by making the criteria to have an election much harder. Now the people with no confidence in the government need to affirmatively vote to say that. But it appears that they don't want to do it because they don't have any better ideas for what to do than Boris does, and it's convenient to keep him as PM to soak up the blame. It's like Republicans voting to keep Obama in office while blocking all of his bills and appointments because they don't have any better ideas and they want to keep their favorite scapegoat around.
