Kane (Command & Conquer) - LAW Fodder

In 2002 he only got 21.89% on Bomberman, he had a pretty noncontroversial path in general (Link > Jill > Bomberman > Kane), and he ended up at 10.08% in the x-stats, 6th from the bottom in a year loaded with fodder. And that should have been when he was at or near his strongest. Around that time EA took over, shortly after there was a four year gap until the next game came out when releases had previously been annual, and when more new games arrived the series' reputation started declining until it hit rock bottom with Tiberium Twilight in 2010, and there's been nothing except a mobile and a browser game since then. This series was clearly never in gamefaqs' wheelhouse in the first place but given those events I have trouble believing he could hold up even to his 2002 performance. He'd beat Spring Breeze Dancin' of course (anyone who's not a board 8 rally would) but I'd take Caim over him. Also people that weren't me seemed to think Kerrigan was Low Fodder? Kane is not even going to come close to Kerrigan.

Rocket Racoon (Marvel) - High Fodder

I don't think he can maintain that if the MCU slacks but brief research indicates he's the most popular Guardians of the Galaxy member so sure why not.

Gimli (Lord of the Rings) - Mid Fodder

Tolkein being so influential might work against him, I think. He's fun for sure and Lord of the Rings is widely watched but at the end of the day, he's a pretty standard dwarf, we've seen that a hundred times, and I'm not sure more casual Rings watchers are going to remember him much. Reluctant to place him a tier above Frodo too.
