It applies to employers, business owners, etc., not the general public. And it only applies when used as an insult. I think if someone pays taxes, they should be able to get benefits like this. However, I have no idea how you would document all this for someone who is here illegally. Also this bill was created by someone who wants open borders so I will not give it the benefit of the doubt. Even if a portion pay taxes, many do not. And that tax revenue is not enough to fund this. Anyone using these benefits would not be contributing much if anything in taxes. It would literally require taking money from citizens and giving it to whoever manages to sneak in and mooch off the system. Yeah that's a good point. I think becoming a resident of the US should be a simpler process; that would fix a lot of these issues.
