Maybe when one of the housekeepers went in to change the sheets and saw 20 bags of guns and ammo, he or she could have passed along the information to the management.
Or maybe when reviewing security footage, they might notice this same guy coming into his room with more bags, but never leaving with a bag. That's odd behavior for somebody staying in a hotel. You don't normally bring more than ~2 bags per person to a hotel room.
It's just mad suspicious. If his bags were full of cheese or something, fine, apologize for the inconvenience and leave him be. But if he's got literally 21 bags of guns and ammo in his hotel room, there's not really a rational explanation for that.
