Intent is required for harassment. Using a word you dont like doesnt itself prove intent, especially when that word is the definition of an object. That object being an immigrant who has entered the country unlawfully.

It's not "you can't use the phrase 'illegal alien' in any context"; written into the guidelines is the following text. You aren't allowed to use the phrase "with intent to demean, humiliate or harass a person".

I mean, did you even read the text of the guideline? It's all written right in there and nothing about it seems unusual or breaking with convention.
