Exactly. He showed that even after losing and having a reason to be upset, that he still did the right thing and gave it back, throwing away what he thought was a chance to get a shut ton of money. Even though he made a mistake he proved he was still a good person.

How do we know the other kids wouldn't have returned it if they got out of their predicaments?

The guy pretending to be Slugworth is shown talking to the other kids earlier in the movie. So it's safe to assume they were all given the same test and the rest of the kids failed it.
