I also think the positions are different since you're dealing with a primary villain in P4 where Akechi is more secondary. You'd have to rework the plot quite a bit to go redemption in P4 (think Shido for comparison) whereas Akechi there's less of a barrier. I'll be pleasantly surprised if we dodge it though! Expand on his character/background, yes!
