All she wanted to do was back up her contacts from her old phone to the new one but it also backed up the exchange account profile which doesn't have a delete button for some reason. I guess the contacts are tied to the exchange account and when I deactivate (but not deleted) the exchange account it deleted the contacts and I just absentmindedly hit ok. The fact that her old phone is also missing the 2k contacts is what's spooking me and I hope icloud backups have more than one...

Yup that's exactly what happened. The phone has a local copy of the Exchange account and contacts so it can handle a disconnect from the Exchange server. When you remove the Exchange server profile from her phone, it removes everything related to that profile. It's a very easy thing to trip over and I can assure you that many IT people had to learn this lesson the hard way.

She'll need to contact her old company and hope that they haven't deleted her old mailbox yet. If they still have it, they can export her contacts to a text file or something and email it to her.
