Change happens from the people first, the law only follows behind when it has no other choice. We shouldn't even be talking about congress until there's a shared public sentiment. But there is no consensus because the prevailing ideas are all weak and authoritarian and don't address the issues. The proponents just repeat themselves over and over hoping that the latest shooting will be the straw that breaks the camel's back and finally people will give in to their bad idea.
