I kinda wish they were doing it here From what Ive read in other articles he also carries two swords in the books, but he leaves one of them on Roach. The two swords on the back was a gameplay decision just to make things more fluid. Personally I think the two swords makes for a cool visual, and really sets the character design apart. It was a clever decision. It also makes sense because he doesn't always have Roach with him.
