Him running is pretty irrelevant, considering that other people were murdered even when they didn't run. Plus there's no real benefit for them to shoot an intended robbery victim when they risk destroying the device by doing so.

...the key difference is that arresting or shooting a suspect arguably achieves the same objective when it comes to stopping a rulebreaker. Shooting somebody carrying something you're trying to steal is just fucking stupid considering it's probably going to break either from the bullet or when it falls. That's really a no-win situation. Granted, if you were robbed, you *kinda* have some motivation. But when you're the thief... meh.
