Anyway, the problem therein is that it's difficult to prove proper "false" accusation as opposed to accusations that are simply "unfounded". If the authorities aren't able to prove that a rape happened, that doesn't necessarily mean it was a false accusation. If someone is accused of rape and the accuser later reveals to the police that they lied, the accused has an option of pressing civil charges over libel (if written) or slander (not written), but they'd have to have supporting evidence of a monetary/livelihood loss. Oh, and if we make it a criminal penalty, then the accusers simply won't admit that they faked it.
