You can see a bust of Biff that he made among other things in the room. Additionally when he tells you that his creations will last forever, Luigi says that only one is left in the mansion, presumably King Boo; that realization reveals his heart. They may have been based on real people, assuming he didn't craft the busts, but then they're not literally those guys' souls, they're caricatures. ---
