Bandai Namco bought the rights to use DB characters from Toei. Then, they hired ASW to develop the game. Bandai Namco gets all the revenue from retail sales. Toei got their money when Bamco bought the rights from them. However, all these events and tournaments being hosted is making everyone money but Toei. Toei can't go after Bamco because they bought the rights to use these characters so they're going after everyone else. Toei is probably issuing a licensing fee to use the DBZF IP but no one wants to pay the fee because it costs so much.
