They didn't know how to distinguish the stuff between other pornographic content that gets posted there, so they just outright banned NSFW material in general. To some people, sure; no more porn posts sucks. But CP was literally the catalyst for the whole thing. That's definitely something you'd want to handle immediately. It was a few things. CP was a big reason, what with the recent discovery of - and backlash against - "Minor Attracted People", or MAPs. But the website's porn bot problem was also pretty massive - to the point that I would call it one of the major reasons that the app got taken down, porn bots circumventing the Tumblr marking system and mass-reblogging posts all across the platform, potentially exposing underage users to pornographic content. Tumblr's NSFW ban is essentially to try and cripple an issue that they let proliferate in the first place.
