for one thing, people don't vote on the basis of ideology, they vote on the basis of identity. So it's essentially impossible to find people of different political persuasions that have identical ideals and cultural norms.

for another thing, the two major political parties differ in more than implementation so even if what you said were true about voting choice and ideals, I would think you're overstating your case.
