He needs the 16k before April. 200 tier 3 subs is 3500 dollars for Phil, and the 700 or so tier 1 subs net another 1750. That's about 1/3rd of the total money he needs, so curently, he is right on track. To put things in a little more perspective, E7 paid 5000 dollars for the tier 3 subs, and 3500 for the tier 1 subs.
