Sorry, I don't understand since I've never played Pokemon like that. Were you two on a clock or something? It's turn base, so wouldn't you just attack and win? Unless you missed the attack and they countered back with an attack of their own, which would be a legit win by them and have nothing to do with how long they took for their turn.

What were you playing?

It was in the video game world tournament. Battles can last up to an hour but you get like 120 seconds to confirm your attacks each turn. One player intentionally stalled for most of the time limit because they had only two things left alive and neither had attacking moves so he couldn't have won except by timing out and then the winner is determined by who has the most hp left.
