I would have said Kazuya but lore wise Jin took down Azazel and beat Kazuya in previous games if I recall right Soul Calibur: Algol. I think he was said to be canonically the strongest (and him making both Soul Calibur and Soul Edge his bitches kind of supports that). Edge Master is probably the runner up Street Fighter: Akuma. Oro potentially if he actually went all out and used both hands. Akuma has more support and feats though. Guilty Gear: Sol Badguy. He's broken as fuck Blazblue: Susanoo in general. Ragna technically by the end given what happens.
