Imagine being a private in the navy and the admiral does something to you he shouldn't. What's your next course of action? Bear in mind, you have no proof, his word against yours. Also speaking against him will absolutely destroy your military career.

Well, if you had any sort of self-respect and dignity, you'd report any unwarranted sexual harassment immediately. Someone speaking against a higher up should come with irrefutable proof. and if there's no previous history between the two of you, it shouldn't be seen as an attempt to want to sabotage your admiral's career.

If a man is clearly distraught about what just occurred, I'm pretty sure people aren't going to shrug it off as if nothing happened.
