Argument in favor: It's based on Mew, which is based on a cat given its name and design

Argument against: Mew might not be a cat because its Japanese name is written in katagana which "indicates that it's phonetic but not borrowed from English. It would be written in hiragana if they meant to imply Mew's name was foreign in nature," and Mew is the origin of all other pokemon, most of which aren't cats, so it can't be a cat, but even if Mew is based on a cat, Mewtwo is a genetic human creation that isn't any more a cat than a robot cat would be
