Fallout 3, easily. Eden can be talked into killing himself in two lines of dialogue because it's the right thing to do or something. Liberty Prime is cool in theory, but his segment is nothing more than a follow-the-leader where he does all the work; there's two or three opportunities to actually shoot enemies, and stealing LP's kills will actually break the game by interrupting his scripting, resulting in him getting him stuck. And Col. Autumn is an indefensible bad joke.

Skyrim also gets a nod; apart from some meteors to dodge and occasionally needing to smack him with Dragonrend, nothing differentiates Alduin from the dozens of same-y dragon fights you've already had over the last hundred hours or more. This could have been alleviated by something as simple as having a unique song play during the fight. This ending sequence is salvageable only because Sovngarde is such a lovely setting / fitting endzone with an amazing soundtrack. At least Harkon and Miraak, while being shit characters plot-wise, provided fairly engaging boss fights.
