4G in the US (different from 4G LTE) is just code name for HSPA+ which if I'm not wrong about is just an improved version of 3G. Locally I get 10mbps on it. I haven't been on a legit 3G band in a long time, at least not how it was defined upon release. Most of those were upgraded.

My phone has 4G LTE right, but when the signal drops below 1 bar it switches to 3G and it always says the signal is full, but that mode just straight up is unusable.

if you are using android, dial *#*#4636#*#* to access the phone setting, and set it to 4G only. that way even with low signal it won't switch to 3G.
*might not available to some providers and brands.

Cool, thanks I'll find out.

Edit: that didn't work. It brings up a menu that says phone information, battery information usage statistics and Wi-Fi information. The phone information tab just brings up a screen that says it's not available with my device. The Wi-Fi tab has menu options that are available but none of them have anything to do with my phone's normal internet connection just wi-fi.
